ATI Tax Gap Community of Interest: quarterly meeting III

The third meeting of the ATI Tax Gap Community of Interest (CoI) will take place on 25 March 2025 in an online format.

 

Agenda highlights

The meeting will be chaired by the current Chair of the Tax Gap CoI, Ms. Naomi Kirimi, Kenya Revenue Authority.

Presentations

  • The use of machine learning as part of a bottom-up VAT gap estimate, Samuel Allain and Acher Elbaz, General Directorate of Public Finances, France.
  • Mapping VAT Non-Compliance in Rwanda, Grace Umuhire Ingabire, Rwanda Revenue Authority, Rwanda.
  • Closing the Compliance Gap: Corporate Income Tax Challenges in South Africa, Chloé Van Biljon, AIDC, South Africa.
  • Preliminary VAT gap estimates for the six countries participating in the IMF-ATI report on tax non-compliance, Miguel Pecho, IMF.

Matters related to the work of the community

  • Discussion on the operational matters of the community and strategic planning for future activities, including an opportunity for members to express interest in topics for upcoming meetings.
  • Confirmation of a new Community of Interest Vice-Chair.

 

Background

The Addis Tax Initiative (ATI) Tax Gap Community of Interest was established in June 2024, as an ATI initiative to enhance peer collaboration between ATI partner countries on this topic. It arose from the 2024 ATI Tax Gap Workshop. To know more, click here.

This CoI is currently chaired by a representative from the Kenya Revenue Authority (KRA), and benefits from active involvement of experts from the International Monetary Fund (IMF), the World Bank (WB), and UNU-WIDER.

It currently operates in two main formats, a) quarterly meetings, where members get to learn about updates in this thematic field, both from peers and invited experts, and b) tax gap clinics, where members get to receive expert feedback on the specific elements of the tax gap estimation process and on different tax types (VAT, CIT, PIT, etc).
