Data Governance in Action: the Road to Data Quality
Find here insights from the first webinar "Data Governance at a Glance: from Theory to Practice".
The Network of Tax Organisations (NTO) continues the efforts to facilitate peer-exchange and collaboration as part of NTO value proposition 1: to develop a vibrant platform for peer exchange and collaborations among its members.
The NTO aims to develop this vibrant platform for peer exchange and collaboration not only at the Secretariat level of its ten member tax organisations, but also among the tax authorities affiliated with NTO members – examples are former NTO webinars on contemporary issues of interest to tax administrations, like tax compliance and cryptocurrencies, tax and gender, and environmental taxes, among others, which have brought together officers from these tax administrations to share their knowledge and national experiences.
In the same spirit, on 8 October 2024 the NTO is hosting the second webinar of a series of three online events on Data Governance. The objective of the webinar is to provide tax officials with practical insights and tools for improving data governance within their administrations. It will cover topics such as a structured approach to data management, including assessing data governance maturity, as well as the experience of Kenya in ensuring data quality and cleansing. By exploring these topics, the webinar aims to equip participants with the knowledge to optimise data-driven decision-making, contributing to the enhancement of the overall effectiveness of their tax administrations.

Topic 1 | A roadmap for data governance: maturity assessment.
The Data Management Maturity Model is a roadmap to data success. It's a proven framework that guides officials from tax authorities step-by-step, transforming tax administrations from data chaos to data mastery.
To harness data, it is best practice to ensure:
- Data is accessible: No more searching for needles in haystacks. Tax officers can find the information they need, when they need it.
- Data is trustworthy: Officials can make confident decisions based on reliable, high-quality data.
- Data drives innovation: tax officers can turn raw data into actionable insights that fuel organisational growth.
The Data Management Maturity Model isn't just a theory—it's a practical tool that delivers results. It empowers tax authorities to assess their current data capabilities, identify areas for improvement, and chart a clear path forward.
Topic 2 | Lessons learned in data quality and cleansing
In the fast-paced world of data-driven decision-making, the quality of information is paramount for tax administrations. Imagine having a treasure trove of insights hidden within tax data, waiting to be discovered. But what if that treasure is buried under a mountain of errors, inconsistencies, and inaccuracies? This is where data cleansing comes in, transforming chaotic data into clarity.
Cutting-edge data quality and cleansing solutions empower tax authorities to:
- Unleash the potential: Eliminate errors, duplicates, and inconsistencies, ensuring organisational data is accurate, complete, and reliable.
- Make informed decisions: enable tax administrations to gain confidence in insights, knowing they're based on trustworthy information.
- Boost efficiency: Streamline data processes, saving time and resources.
- Maximise Return on Investment (ROI): get the most out of data investments, driving innovation and growth in tax administration.

Background
Data governance refers to the overall management of data availability, usability, integrity, and security in an organisation. It encompasses policies, processes, and standards that ensure data is accurate, consistent, and used responsibly. Effective data governance involves defining data ownership, establishing data quality standards, and implementing data stewardship roles to oversee data assets. It also includes setting up a framework for data access and sharing, ensuring compliance with legal and regulatory requirements, and providing guidelines for data lifecycle management from creation to disposal.
The importance of data governance has grown with the increasing volume and complexity of data in modern organizations. Proper data governance helps mitigate risks related to data breaches, ensures that data is reliable for decision-making, and enhances operational efficiency by reducing redundancies and errors. It supports strategic objectives by enabling better data-driven insights and fostering trust in the data among stakeholders. Additionally, a robust data governance framework promotes transparency and accountability, ensuring that data practices align with the organization's values and objectives.
