Domestic Revenue Mobilisation at the heart of Sustainable Development: the Seville Declaration

The Addis Tax Initiative (ATI) is convening a high-level event during the upcoming Fourth Financing for Development Conference (FFD4) in Seville, Spain.
The event will bring together policymakers, international organisations, civil society, and development partners to:
- Reinforce political will and global momentum for strengthening DRM in partner countries.
- Provide a platform for dialogue on the role of fair and effective tax systems in financing sustainable development, considering the discussions and outcomes of the FFD4.
- Present the proposed Seville Declaration on DRM and its key commitments.
In a renewed pledge to scaling up DRM efforts, ATI members are proposing the introduction of the “Seville Declaration on Domestic Revenue Mobilisation” – a new initiative aimed at mobilising the international community around an ambitious agenda to strengthen tax systems in support of the Sustainable Development Goals (SDGs). The Declaration outlines new commitments to advance fair and effective DRM, policy coherence, and reinforce the social contract through collaborative partnerships and knowledge-building.
Aimed at reinforcing political momentum for strengthening DRM in partner countries - and globally- the event will be an opportunity to discuss the ambitious agenda of the Declaration, its key messages, and commitments with the international community. It will also serve as a platform for dialogue on the role of fair and effective tax systems in financing sustainable development in view of the discussions and outcomes of the FFD4.
Background
In a context of shrinking development aid, strengthening Domestic Revenue Mobilisation (DRM) is ever more crucial for achieving sustainable development. Since its establishment in 2015, the Addis Tax Initiative (ATI) has driven political momentum for DRM, advancing the implementation of the Addis Ababa Action Agenda through enhanced tax systems. In a renewed pledge to scaling up DRM efforts, ATI members are proposing the introduction of the “Seville Declaration on Domestic Revenue Mobilisation”.
