The Kimberley Process (KP) is an international scheme for regulating the trade in rough diamonds the KP plays an important role in the rehabilitation of many post war countries as (artisanal) rough diamond production and trade often accounts for a substantial part of the revenues and contributes to the livelihoods of many. On the other hand revenues stemming from illicit activities linked to the trade in rough diamonds can undermine peace and stability. Generally the outcomes of the annual KP Plenary are the subject of a Resolution by the UN General Assembly.Since 2005 the Joint research Centre (JRC) has provided support to the Service for Foreign Policy Instruments (FPI) on monitoring 'conflict diamonds' in the framework of the KP by means of a multi modal approach satellite based analysis collection and analysis of open source news and statistical analysis of KP data.In 2009 JRC started contributing to the implementation of the Kimberley Process Certification Scheme (KPCS) in the EU. To this end it developed a database a content management system and methodologies to manage and analyse the EU's KPCS data collected from the competent Union authorities. This IT tool ADAMAS is reachable via a JRC website (and URL) and allows different users to perform different tasks as an example EU authorities fill data on incoming outgoing KP Certificates while Commission staff (FPI and JRC) manages aggregated data and submits quarterly statistics to central KP website. The last significant improvement is the module on reconciliation i.e. ¿mirror statistics¿ with other KP Partners requested after the Review Visit in 2018. ]ADAMAS reached an advanced state of development deserving to change its status in GOVIS (EC GOVernance for Information Systems) from a JRC prototype to a fully fledged EU IT tool not anymore under JRC ownership.The key objectives of this Administrative Arrangement (AA) are ·to implement the Technology Transfer plan by following the selected ¿hybrid¿ scenario which guidelines were developed in AA KP X ·in the meanwhile to grant continuity of services gradually accompanying FPI towards operational independence in the management of ADAMAS.
