The Cambodia Trust Fund (TF) for Public Finance Management (PFM) and Service Delivery shall be a catalyst for the Royal Government of Cambodia's (RGC) four-phase PFM Reform Program (PFMRP) to strengthen PFM and service delivery performances. The U$3.75-million TF promotes effective governance and diminishes opportunities for corruption, which is in line with Australia's development assistance areas as stated in the Foreign Policy White Paper. The TF is administered by the World Bank (WB) Cambodia and used to finance PFM reform activities executed by the WB namely (a) enhancing domestic revenue mobilization, (b) strengthening budgeting, planning, and expenditure management, (c) implementing performance systems for enhanced service delivery, and (d) supporting innovation, monitoring, coordination, communication, and capacity building. The total value of this investment is $2.0 million to be expensed over 4 years, starting in the 2018-19 financial year.
