The contribution with a total budget of 40 500 000 SEK will be implemented in 2020-2024 by the Swedish tax authority. Possible participating countries include Kenya, South Africa, Nigeria, Zambia, Ethiopia and Rwanda. The contribution consists of two separate program components, 1) The capacity building program on voluntary compliance, International capability building program to increase voluntary compliance (ICBP), aims to support a culture of paying taxes through a broad approach of increasing trust for the tax administration and thereby strengthen the voluntary tax compliance among citizens and companies. The program will be implemented by the Swedish tax authority in cooperation with the regional organization The Collaborative Africa Budget Reform Initiative (CABRI) and targets tax authorities and ministries of finance in a selection of countries in Africa, primarily in southern and eastern Africa. 2) Tax Inspectors without Borders (TIWB), which is a joint initiative of OECD and UNDP, aims to strengthen knowledge on audit and tax administration in developing countries through a focused and applied learning. Through the initiative technical experts work with local tax officers on revisions issues related to international tax questions or other specific audit issues. The technical support is demand driven. The Swedish tax authority will contribute with audit experts to up to four different TIWB missions. The first mission is planned to start in 2020 in Zambia.
