2022 2025 PROJECT ON TAX ADMINISTRATION STA GDT

To support Albanian Tax Authority in achieving development progress on strengthening good governance voluntary compliance and business development. The appraisal is about the starting of the longer cooperaiton between the General Directorate of Taxation in Albania (GDT) and theA Swedish Tax Agency (STA) with the aim to strengthen the domestic revenue mobilization for 2022 2025. The three yearA cooperation will be financed by the Sweden International Development Cooperation AgencyA (Sida). The GDT and STA has gone through a fact finding and inception phase for almost two years. The preparation phase of the cooperation was important for the parties to get to know better each other assess needs and gaps identify the areas of support establish a project managment structure. In addition during this period some acitivities had started in the prioritized areas.A The main Objective of the Project is to support the GDT in achieving the development andA progress needed based on the Albanian Medium Term StrategyMTRS) 2022 2026. The Project will support these advances byA focusing on strengthening good governance voluntary compliance and business developmentA within the GDT.A This Project will indirectly contribute to the European Union (EU) integration process ofA Albania and will lay foundations for addressing the European CommissionA's recommendationA under Chapter 16 (Taxation) related to readiness to apply the EU Information Technology (IT) systems such as Value Added Tax Information Exchange System (VIES).A The Project consists of five components i) To build a strong Integrity Culture ii) To improveA Compliance Risk Management iii) To improve Taxpayer Service iv) To strengthen the Tax AuditA function and v) To improve and develop business processes.A STA is a Swedish agency committed partner to Swedish Development and Sida but also to the Albanian Government and GDPT. STA has cooperated with GDT for 2004 2012 through EU funding.A The GDT has shown full commitment to this cooperation allocating also tnecessary resources to the project.
