Budget Execution and Controls, Cash Management, Government Accounting, and Fiscal Risks

This technical assistance (TA) project supports the Guinean Ministries of Budget and Economy and Finance in the implementation of its public financial management (PFM) reforms priorities. It aims to assist with strengthening budget and accounting practices in the areas of budget execution and controls, fiscal reporting, government accounting, cash management, treasury single account (TSA), and fiscal risks management. It will also contribute to the development of an information system for accounting processes in the Ministry of Economy and Finance (MoEF) and Ministry of budget (MoB), in response to the authorities’ request. It builds on progress achieved by the ongoing project, which will expire in 2019. It aims to extend the ongoing TA project beyond its expiration date to continue assistance over three years, starting in February 2019. This project is also funded by the European Union (EU) delegation in Guinea under its budgetary support framework for the consolidation of State institutions. As a result, this project would contribute to the implementation of the public financial management (PFM) objectives and associated performance indicators of the EU’s budgetary support.
